1. Yes. However, requests are limited exclusively to calls made by the applicant. Furthermore, the 1999 hotline recordings and voice-to-text transcripts only cover calls answered directly by the call center representatives. No records can be provided for calls made to 1999 and directly connected to an extension, or where the call was transferred by a representative to another government agency.

2. Beginning July 1, 2024, call recording requests are limited to those within 5 years from the date of collection. Additionally, effective December 29, 2025, requests for voice-to-text transcripts are limited to those within 5 years from the date of collection. Once exceeded, these files will be deleted and no longer available for retrieval.

3. To apply, you can submit the request either by mail or online to the Research, Development, and Evaluation Commission (RDEC). The request must comply with Article 10 of the “Freedom of Government Information Law.” The "Taipei City Government 1999 Audio Recording Application Form" is designed by RDEC, based on the format prescribed by the Ministry of Justice’s "Government Information Application Form."

(1) Please provide the following information: full name, date of birth, National ID Number, registered or correspondence address, and contact phone number. For foreign applicants, please specify your nationality and passport number, and attach the required supporting documents.

To verify that the request is made by the caller themselves for their own 1999 call recordings or voice-to-text transcripts, and to protect privacy, a copy of the applicant's National ID must be attached to this application. Foreign nationals must provide a copy of their Alien Resident Certificate (ARC) or passport.

Upon receipt of the application, RDEC will reply with the review decision via an official letter within 15 days in accordance with Article 12 of the “Freedom of Government Information Law.” This period may be extended by up to 15 additional days if necessary. Once approved, the files will be sent to the applicant via email. If you require a CD by mail, please provide your correspondence address in the application.

6. In accordance with Article 11 of the “Freedom of Government Information Law” if the application is incomplete, RDEC will notify the applicant to make corrections or provide supplements within 7 days. If the corrections cannot be made or are not completed within this time limit, the application will be rejected.
